IIRC, it’s in universe canon that one doesn’t NEED to be a born talent to use magic, but the ungifted are more limited in their potential. If we want to simplify that down as being born with either a lot or a little magic power to work spells with, I think it still fits what we’ve been told about how magic works in this universe.
