Honestly, I think that Ann just needs a spell that gives the appearance that the storm is going in reverse or doing the opposite of what Loki wants. That would turn chaos into chaos for the God of chaos. Isn’t that chaos? It is a chaos storm after all.

Prime mischief maker, perhaps, but as for being a trickster, i’d say Coyote fits the bill far better, and may or may not be older as well.
Hard to say how old either deity is. Neither group had writing for a long time. It’s hard to tell how old these stories are. Also, how do we know how old any deity actually is? Do gods pre-exist their worship? I know the modern popular notion is that worship creates gods instead of the older notion that the acts of gods creates people who want to worship them.
Using Gungnir was probably a better idea than the girder–a Godly weapon would be capable of hurting a god.
